One Bidder, Record Price: What Singapore's Thinning Land Tenders Mean

Berlayar Drive drew exactly one bid on 4 August. URA awarded it three days later at S$1,515 psf ppr — a record for a purely residential city-fringe government site. Bidder depth is thinning; land prices are not.

When the tender for the Berlayar Drive residential site closed on 4 August 2026, exactly one bid had been submitted. Analysts had forecast four to six. Three days later, URA awarded the site to Intrepid Investments and GuocoLand for S$576,778,554 — a land rate of S$1,515 psf ppr, and a record for a purely residential government site in the city fringe.

Both of those things are true at once, and most coverage picks one. A tender that attracts a single bidder reads as weak demand. A tender that sets a price record reads as strong demand. The 2026 record shows they are not in tension, and the reconciliation matters more to buyers than either headline.

Two sole bids, and no rejection

The same joint venture has been here before, with the opposite outcome. In January 2024, GuocoLand, Intrepid and TID submitted the only bid for the Marina Gardens Crescent white site. URA did not award it:

"The tender for the site at Marina Gardens Crescent has not been awarded, as the sole bid submitted by GuocoLand (Singapore) Pte. Ltd., Intrepid Investments Pte. Ltd. and TID Residential Pte. Ltd. is assessed to be too low."

That is the mechanism people forget. A sole bid is not automatically accepted. The state holds a reserve it does not publish, and it has used it. Berlayar Drive was awarded in three days because the number cleared, not because it was the only number on the table.

Nor is Berlayar the year's first single-bid site. On 7 May, the Holland Plain site drew one bid from Sim Lian at S$1,491 psf ppr, and was awarded. Two sole-bid tenders in one year is new: 2025 produced none.

The full 2026 record

Twelve private and mixed residential GLS tenders have closed this year:

That is 51 bids across 12 tenders, an average of 4.25. Strip the two sole-bid sites and the rest still average 4.90 — which is the useful reading. The average did not drift down evenly. It fell because two specific sites collapsed to one bidder while everything else held.

Meanwhile the median top bid across those twelve tenders is S$1,473 psf ppr, and the year has produced Peck Hay Road at S$1,865 and River Valley Green Parcel C at S$1,730. Depth thinned. Price did not.

For completeness, the harder version of weak demand does exist and looks different: Media Circle Parcel B drew zero bids in April 2025 and was not awarded. A no-bid tender is a verdict on the site. A one-bid tender that clears a reserve at a record rate is a verdict on the bidder list.

Why one bidder can still pay a record

Berlayar Drive's particulars explain most of it. The site is 25,263 sqm with a maximum gross floor area of 35,369 sqm — a gross plot ratio of just 1.4, with a five-storey height limit, yielding roughly 415 homes. Low density and a hard height cap mean less saleable area per dollar of land, which narrows the field of developers for whom the maths works at all.

Timing did the rest. A larger Berlayar Close site — closer to Telok Blangah MRT and yielding around 695 units — is scheduled for December 2026. Marcus Chu of ERA read the thin turnout as developers keeping their powder dry for it. PropNex's Wong Siew Ying pointed at the 1.4 plot ratio and the height cap; Newmark's Wong Shanting at the precinct's current lack of amenities and schools.

None of that made the winner cautious. Hong Leong and GuocoLand were the underbidder on the neighbouring Telok Blangah Road plot in November 2025, losing to Kingsford at S$1,326 psf ppr. As CBRE's Tricia Song put it:

"This time, the joint developers have returned to pay 14.3% higher than Kingsford's top bid for the smaller, lower-density parcel at Berlayar Drive."

One qualifier the record claim needs. Dover Drive fetched S$1,556 psf ppr in March — higher than Berlayar. Dover is zoned Residential with Commercial at 1st storey; Berlayar is pure residential. Drop the zoning qualifier and the record is simply wrong.

What the land cost implies for the eventual buyer

This is the part that reaches you. At S$576.8 million for roughly 415 homes, the land alone costs about S$1.39 million per unit before a single pile is driven.

Forecast launch prices from three houses: CBRE at S$2,800–S$2,900 psf, Knight Frank at around S$2,900 rising to an S$3,100 average, PropNex saying it could exceed S$3,000. Against those, the land rate of S$1,515 psf ppr represents 49% to 54% of the eventual selling price.

That ratio is the useful number to carry, because it does not move much and it runs in one direction. The previous Orchard Boulevard site went for S$1,616 psf ppr in February 2024; the project on it, UpperHouse, launched in July 2025 at S$3,350 psf — land at 48% of price. URA has just put two more sites into this market

On 13 August, URA launched two Confirmed List tenders:

Both are 99-year leasehold. Analysts expect four to five bids for Marina Gardens Lane and up to eight for the Orchard Boulevard plot, with a top bid possibly reaching S$1,700 psf ppr — which on 110 units would be roughly S$1.60 million of land per home.

Two cautions, because the wrong numbers are circulating. The Orchard Boulevard plot is not mixed-use and has no commercial component; the "commercial at ground floor" figures in some reporting belong to the 2023 site that became UpperHouse, which was more than twice the size. Marina Gardens Lane is likewise a separate, roughly half-size plot adjacent to the 2022 parcel that became One Marina Gardens.

What we would actually do

If you are shortlisting in the Greater Southern Waterfront, price the land, not the marketing. Berlayar Drive's arithmetic points at launch pricing near S$2,900 psf in an area whose most recent new project, The Reef at King's Dock, sold out in 2024. The precinct will eventually hold around 10,000 homes; the amenities that justify that pricing arrive later than the pricing does.

If you are waiting for thin bidding to translate into cheaper homes, it has not, and the mechanism explains why. A developer that wins a site uncontested still paid a price the state was willing to accept, and still has to clear the same construction and financing costs on the way to a launch. Fewer bidders changes who builds. It has not, in 2026, changed what the land costs.

And if you are reading the sole bids as a signal that the market has turned, hold that lightly. Two of twelve tenders drew one bidder; the other ten averaged nearly five, and the year's highest rates were set in June. The record land bids of 2026 and this year's supply programme are the more durable signals.

Bid counts cover private and mixed residential GLS tenders closed in 2026 to 14 August; executive condominium and pure commercial tenders are excluded.
